Steelman’s integrated framework for evaluating innovation is used to analyze the Joint Chiefs’ projects and understand both successes and ongoing institutional barriers of the program. This research will be used to predict or explain a policy innovation’s probability of institutionalization and inform the next generation of collaborative forest restoration efforts. The U.S. Forest Service has been conducting climate change vulnerability assessments to support adaptation planning. We are assessing the first generation of vulnerability assessments to identify best practices, potential opportunities for improving practice, and how to accelerate the application of this information in planning processes. This study examined state obligations for wildfire suppression and the mechanisms used to pay for suppression in the western United States. The purpose was to improve management of state fiscal resources and to identify appropriate funding mechanisms in the context of variable costs and questions about who bears those costs. The health and resiliency of the forests and landscapes of the Rio Chama and Rio Grande watersheds directly benefit both Santa Fe County & the City of Santa Fe’s water supplies. The City of Santa Fe has committed $5 million over 20 years by passing along costs to the beneficiaries of a healthy watershed, Santa Fe’s water customers, and to supporting the Rio Grande Water Fund as an Executive Committee member. Prescribed fire is an essential management tool in forested ecosystems, but managers are unable to apply it at desired levels. We provide an overview of our preliminary legal analysis comparing laws and policies, particularly for air quality regulation, that affect the application of prescribed fire, with comparisons across Western states.
